The guidelines were laid down in resolution A.962(23). The implementation for the guidelines is that they will be ratified in 2008/2009. The reason for the implementation is to create a document that will protect ship owners, operators and the environment at ship recycling facilities. Such documentation is increasingly requested when ships are sold for onward recycling, but also by ship yards undertaking repairs and conversions. It makes. It makes it possible to take effective measures and accountability for reducing the risks posed to workers and the impact on the environment.

Green Passport Inventory encompasses >
1. The identification, localisation and quantification of hazardous materials such as asbestos, heavy metals, PCBs, brominated flame retardants, refrigerants, chemical additives, etc,

3. Potential recommendations on how to handle the onboard findings

An inventory study starts by obtaining the vessels documentation, then a survey is carried out, samples are taken and analysed in accredited laboratories. A statement of compliance in subsequently issued, describing what materials were found in the ships structure.

This service applies to existing ships and new builds. A ships Green Passport should be maintained throughout the life of the vessel and additional hazardous waste can be added to the passport prior to scrapping, thus helping the recycling facility to formualte the most effective safe plan for the decommissioning of the vessel.
